It is different from state to state. For example in Minnesota I could only take care of one family's children without a license legally. How would the county know? I suppose if I advertised or a family was unhappy with me and decided to report me. Needless to say, I only took care of the one boy until I had my license.

I did a little google research and found this...
http://www.dpw.state.pa.us/ServicesP.../003670907.htm

It states:
"Child Care Center - A child care facility in which seven or more children who are not related to the operator receive child care. A child care center must have a certificate of compliance ("license") from the Department of Public Welfare (DPW) in order to legally operate."

Hope this helps!
