My spouse informed me that my child upon being dropped off at his day care yesterday was distraught. He was crying as he sometimes does, He is 4. The provider upon seeing my child took him by the hand and told my wife it was ok to leave the premises. My wife felt uneasy and stayed behind and watched the following situation unfold. The provider at this point escorted my 4 year old to the bathroom located off the classroom area and left him in the bathroom alone for 10 minutes while the teachers were having personal conversation's, from what i understand there was music and other children playing so earshot of the providers was also hindered. After 10 minutes alone one of the caregiver's brought my child out to be with the class.

First,
does this seem like normal practice?
IMHO isolation of a distraught child without direct supervision in of all places a bathroom is borderline negligent.

I have personally instructed my wife to find out if this is common practice at this facility, Viewing this as a potentially unsafe practice I am considering withdrawing my child from thsi facility immediatelly.

Lastly, If I chose to file a formal complaint who would I go to. I can't seem to find any concrete information on the governing body for pre-school's.

A child that young should always be supervised. That is the obligation of the daycare to the parents and the standards of the state. I would notify your state's licensing agency. Check for your state's numbers here:
