Unhappy Not Working Out

I have a 9 month old in care that screams non stop. she has been here about a month and a half. I would like to let her parents know it is not working out. It is such a delicate situation, I don't want to hurt feelings, but don't want the child to return. How do I politely give them a two week term notice? Thanks in advance for any advice.
