My husband and I have always gotten back a few thousand dollars for taxes. His work seems to hold out more because of his overtime pay. What are the rules about me having to pay in quarterly or can I just "play it safe" and have him hold out another $50/paycheck ?

As long as you anticipate getting a refund for 2012 you don't have to withhold any more money from your husband's paycheck. The IRS rules says that you must pay in at least 90% of the taxes you owe each quarter. So, you don't need to do anything.
